CIS Security Retains London Borough of Hackney Contract Following Competitive Tender!

CIS Security Ltd (CIS) is delighted to announce that it has recently been awarded two new contracts with the London Borough of Hackney. Over the past year, 52 security suppliers competed for the two security tenders published by Hackney, and CIS emerged as the successful bidder for both Lots 1 and 2 following a comprehensive quality and price assessment.

This represents a significant achievement for CIS. While CIS has delivered the security contract for the past 12 years, the London Borough of Hackney substantially revised the scope and structure of the tenders on this occasion, opening the opportunity to a wide range of suppliers across the security sector. Building on more than a decade of partnership, this award will see CIS continue to deliver comprehensive security services across corporate sites, estates, and vacant premises.

Under the new agreement, CIS will deliver services across two key lots:

Lot 1 (A) – Corporate Site Security

This includes security guarding at Council offices boroughwide, key civic buildings such as Hackney Service Centre and Hackney Town Hall, alongside key holding and alarm response services. These roles are highly visible and fundamental to maintaining safe and secure front-facing council services. The contract emphasises resilience, responsiveness, London Living Wage compliance and operational continuity across core council sites. The framework also enables events-related and ad hoc security deployments where necessary, ensuring flexibility in responding to emerging risks.

Lot 1 (B) – Vacant Premises & Estates Security

This covers vacant council-owned properties and land, including inspections, patrols, remote monitoring, static guarding where required and incident response.

Lot 2 – Concierge Services

This covers a comprehensive concierge and security service across 13 residential estates, delivering a safe, professional, and welcoming environment for residents and visitors. Our trained team will offer a concierge provision consisting of; regular patrolling, CCTV monitoring, and strict access control, alongside attentive concierge duties such as visitor assistance, resident support, proactively reporting maintenance and repair issues, respond promptly to incidents, and ensure smooth daily operations.

Over the course of the previous contract, CIS deployed 122 security personnel across Hackney’s corporate sites, libraries, hostels, depots, estates, vacant properties and residential buildings. Services included control room surveillance, keyholding, alarm response, concierge support, dog handling and estate security, with additional resilience provided for protests, elections, council meetings and reactive incidents.

Operating within a local government environment requires adaptability, particularly in response to local, national and international events. Throughout the contract, CIS worked closely with internal council departments and external agencies to share intelligence, plan for significant events and conduct structured debriefs to continuously strengthen operational delivery.

Performance under the previous contract has remained strong, with KPIs consistently met and staff turnover remaining below industry averages. The team has received monthly commendations from stakeholders, and in December 2023 personnel supporting Hackney were recognised with ‘Manager of the Year’ and ‘Service to Customer’ awards. Security procedures for MP surgeries were also commended by the Parliament Protection Team.

Training and professional development continue to be central to delivery. All officers have completed ACT and SCaN training, selected personnel have undertaken Behaviour Detection (BDO) training, and FREC 3 training has been delivered to further enhance on-site response capability.
